  Senate Energy Efficiency Legislation Would Mandate Design Requirements, Labeling and Increased State Regulation of CE Products
On April 16, U.S. Senator Bingaman (D-NM), chair of the Senate Energy and Natural Resources Committee introduced the "Energy Efficiency Promotion Act of 2007" (S.1115). 

CEA is concerned with several provisions in the legislation, including language that would impose a mandatory labeling program on several consumer technology products, including all TVs, PCs, cable and satellite set-top boxes, digital video recorders and computer monitors.  CEA believes that industry has an obligation to provide energy use information to consumers and favors an industry-led approach rather than a labeling mandate.

On May 1, Doug Johnson, CEA's Senior Director, Technology Policy & International Affairs testified before the House Subcommittee on Energy and Air Quality in a hearing entitled "Achieving - At Long Last - Appliance Efficiency Standards."

Artists Defend Their Right to Use Digital Technology, Express Support for Digital Freedom Campaign
On April 18, the Digital Freedom Campaign sponsored a briefing on Capitol Hill, entitled "Music Making in the Digital Age - Creation, Education, and Distribution."

Moderated by Gigi Sohn, President and Co-Founder of Public Knowledge, the event's speakers included Fletch Wiley, a Grammy Award Winning Producer/Arranger; Lisa Matthews of the band Milkshake Music; and Jennifer Hardin, a Senior at Berklee College of Music.

The Digital Freedom campaign is made up of students, artists, innovators and public interest advocates.  The campaign defends the rights of Americans to lawfully use, record and create digital content.  For more information about the Digital Freedom Campaign, please visit, www.digitalfreedom.org.

House Legislation Would Streamline and Rationalize Patent System
On April 18, Representative Howard Berman (D-CA) introduced H.R. 1908, the Patent Reform Act of 2007. Supporters of the bill include Reps. Darrell Issa (R-CA), Rick Boucher (D-VA) and Zoe Lofgren (D-CA).  The bill would reduce excessive patent infringement damages and make it easier to challenge bad patents. The bill has been referred to the House Judiciary Committee.

FCC to Explore Issues Related to Net Neutrality and Differential Treatment of Content by Internet Providers
On April 16, the FCC released its Notice of Inquiry (NOI) on Broadband Industry Practices, WC Docket No. 07-52.  The inquiry requests information on key areas such as:
-Are Internet providers treating different packets in different ways?
-Should the FCC amend its 2005 Broadband Policy Statement?
-Do Internet providers charge different pricing for different speeds or capacities?

CEA Defends Consumers Rights to Attach Choice of Devices to Wireless Networks

On April 30, CEA filed comments with the FCC in response to Skype Communications petition to confirm a consumer's right to use Internet communications software and attach devices to wireless networks.

CEA believes the FCC's August 2005 Broadband Policy Statement applies to all broadband Internet access services, regardless of platform.  Additionally,  CEA believes that it is premature to issue a declaratory ruling that applies the FCC's 1968 Carterphone decision to wireless networks.

FCC Announces Spectrum Policy Summit on Public Safety Communications

The FCC will host a summit on Spectrum Policy and Management: Building Interoperable Public Safety Communications on Friday, June 1 from 9:00 a.m. - 4:00 p.m. in the Commission Meeting Room (TW-C305). The Summit is open to the public and will also be available via a live web cast at www.fcc.gov


CEA Sponsors U.S.-China Environmental Policy Forum in Qingdao, China
CEA has joined together with AeA, ITI and USITO to host a U.S.-China Environmental Policy Forum on July 6, 2007 in Qingdao, China.  The event will be held in conjunction with the China International Consumer Electronics Show (SINOCES), China's largest exhibition of consumer electronics, held July 6-9, 2007 at the Qingdao International Convention Center.

The U.S.-China Environmental Policy Forum will cover pertinent policy issues including: environmentally-focused government procurement policy, industry environmental stewardship and market requirements (both voluntary and mandatory).

CEA Launches Consumer Recycling Information Site

As part of this year's Earth Day (April 22), CEA re-launched the website www.myGreenElectronics.org with new tools, including an interactive electronics energy consumption calculator and nearly 1,500 electronics recycling programs searchable by zip code, making the site the most extensive electronics recycling database on the Internet.

The new www.myGreenElectronics.org also includes tips for extending a product's life span with proper care, a repair versus replace decision tree and a database of corporate recycling programs and reuse options. CEA also announced that a city-by-city calendar for retail and municipal electronics recycling collection events is under development and is scheduled for release later this spring.

CEA, EIA and AeA Express Concern Regarding Proposed Standards Outlined in Washington State Recycling Program

On April 4, CEA, the Electronic Industries Alliance (EIA) and the American Electronics Association (AeA) filed joint comments on the Washington State's proposed rule for Chapter 173-900 WAC, Electronic Products Recycling Program.

CEAPAC Update
Technology and innovation need a strong champion in Washington, D.C.  CE products are in demand by consumers, but they are also threatening and disruptive to the status quo.  Right now, various interest groups are asking Congress to shut down new technologies because they threaten established business models.

Most of the stakeholders on these issues – Hollywood, broadcasters, labor unions, environmental advocates and others – have well-funded PACs.  A strong CEAPAC helps the industry compete on an equal footing as these critical issues are considered.  Like other PACs, CEAPAC is funded only through voluntary personal contributions from CEA members.  Through CEAPAC, CEA members can support values such as innovation, entrepreneurship and deregulation.  If well-funded, CEAPAC can put the full strength of the CE industry behind candidates who share its views on broadband, intellectual property, energy efficiency and other issues vital to CE’s future.
