 CEA Honors Michael Dell, Senator Sununu and Congresswoman Lofgren During the Third Annual Digital Patriots Dinner
On March 27, CEA awarded Senator John Sununu (R-NH), Congresswoman Zoe Lofgren (D-CA) and Michael Dell of Dell Inc. with the Digital Patriot Award.  The award, now in its 3rd year, honors the industry and policy leaders who champion innovation.

NTIA Announces Final Rule for Digital-to-Analog
Converter Box Coupon Program
On March 12, the National Telecommunications & Information Administration (NTIA) released its final rule for the Digital-to-Analog Converter Box Coupon Program. The rule addresses: specifications for the converter box, the approval process, household eligibility, energy efficiency and procedures for retailers.  Beginning on January 1, 2008, all U.S. households will have the ability to request up to two $40 coupons towards the purchase of up to two, digital-to-analog (DTA) converter boxes.

CEA Applauds Pro-Consumer, Pro-Innovation FAIR USE Act of 2007
On February 27, Representatives Rick Boucher (D-VA), John Doolittle (R-CA), Zoe Lofgren (D-CA) introduced H.R. 1201, the "Freedom And Innovation Revitalizing U.S. Entrepreneurship Act of 2007" (FAIR USE Act of 2007).  The legislation will enhance library preservation efforts and protect the fair use rights of consumers.

On March 19, H.R. 1201 was referred to the House Subcommittee on Courts, the Internet, and Intellectual Property.

CEA Files Opposition to Cyren Call's Petition for Reconsideration
On March 16, CEA filed comments with the FCC opposing Cyren Call Communications Petition for Reconsideration in opposition to the Public Safety and Homeland Security Bureau's decision to dismiss its Petition for Rulemaking. 

CEA believes that Cyren Call's proposal is contrary to law and threatens to undermine the important achievements established in the DTV and Public Safety Act of 2005 (Public Law No. 109-171).

CEA Argues M2Z's Proposal is at Odds with the FCC's Spectrum Management Policies

On March 2, CEA filed comments in response to the FCC's Public Notice announcing M2Z Networks, Inc. application for license and authority to provide service in the 2155-2175 MHz band had been accepted for filing.  According to its website, M2Z Networks aims to "provide fast, free, family-friendly wireless broadband Internet connectivity to 95% of the US population."  

CEA's comments express support for the Commission's spectrum management policies and argues that M2Z's proposal is at odds with these policies.

CEA Opposes E-Waste Legislation in Minnesota and Illinois
On March 23, CEA sent a letter to Minnesota Representative Brita Sailer and Senator Linda Higgins expressing opposition to the "Video Display Devices Collection and Recycling Act" (HF 0854/SF 0235). The bills are currently pending before the Finance Committee.  

On March 5, CEA filed a letter with the Illinois Senate Environment and Energy Committee opposing the Electronic Scrap Recycling Act (SB 1583).  The bill, which was introduced in the Illinois Senate on February 9 would adopt a statewide e-waste statute.

CEA believes that administering these statutes would be a significant burden to the state government.  Rather than enacting individual state statutes, CEA strongly believes that a national solution is the most appropriate means to address this public policy challenge.

Washington State Department of Ecology Extends Comment Period
The Washington State Department of Ecology has granted an extension for comments to proposed rule WAC 173-900, the Electronic Product Recycling Program.  Comments will be accepted through April 4, 2007.

CEA to Lead Discussion in the Third Japan/US/EU Trilateral ICT-Electronics Associations Meeting
From April 25-26, 2007, CEA will attend and lead discussion in the Third Japan/US/EU Trilateral ICT-Electronics Associations Meeting in Brussels, Belgium. Topics of discussion will include trade, environment, IPR and standards.  All CEA members are invited to attend.

Right to Repair Legislation Now Pending in 7 States
The list of states with Right to Repair legislation is quickly growing.  Earlier this month, Florida and Maine both introduced Right to Repair legislation. 

On March 20, the Florida Senate introduced the Motor Vehicle Owners' Right to Repair Act (FL S 2890, Bill Text:
http://www.flsenate.gov/data/session/2007/Senate/bills/billtext/pdf/s2890.pdf.)  

On March 8, the Maine Senate introduced "Motor Vehicle Repairs" (ME S 398/LD 1210, Bill Text: http://www.mainelegislature.org/legis/bills/billpdfs/LD121001.pdf.)

In recent weeks, the following legislative bodies have also introduced Right to Repair legislation:
New Jersey Senate: S 2553; New York Assembly: A 5817; Nevada Senate: S 379/BDR 1320; Massachusetts House: HB 296.  These bills join the New Jersey Assembly (A-931) and Oklahoma House (HB 1584). If you live or work in any of these states, make your voice heard by filing a letter with your state legislature.  Thanks to the efforts of The Coalition for Auto Repair Equality (CARE), you can file a letter supporting Right to Repair directly through their website.

CEAPAC is a federally registered political action committee for the consumer electronics industry and is funded through voluntary contributions from CEA's eligible employees and the executive and administrative personnel of CEA's corporate members.  No corporate contributions to CEAPAC are allowed under federal law.  Contributions to CEAPAC are not tax deductible as charitable contributions.

CEAPAC contributions are made to the election campaigns of candidates (both incumbents and challengers, Democrats and Republicans) who support and champion causes important to the consumer electronics industry.
