CEA Urges Congress to Act on Trade Agreements, Calls Them Vital to Continued U.S. Economic Growth
CEA recently launched a multi-faceted campaign urging Congress to reject protectionism and pass trade agreements that will expand the economy and create new American jobs.

The campaign has already received coverage from a variety of media outlets, including Reuters and The Politico.

Right to Repair Legislation Gains Momentum
The Motor Vehicle Owners Right to Repair Act of 2007 (H.R. 2694) has added its 34th cosponsor and continues to gain momentum.  Right to Repair legislation would ensure that small and independent installers have the bare minimum information needed to install a wide range of in-vehicle products and compete in the marketplace.

Upcoming FCC Workshops Promote DTV Education

The Federal Communications Commission (FCC) has scheduled two upcoming DTV Education Workshops.  The first workshop will be held on November 8th and will address issues related to ensuring senior citizens are prepared for the upcoming DTV transition.

The second workshop will take place on December 4th and will focus on ensuring that minority and non-English speaking consumers are prepared for the DTV transition.

House and Senate Look Into DTV Consumer Education
On October 17th, the Senate Commerce Committee and House Energy & Commerce Committee held a series of hearings on the DTV transition.

Prior to the hearing, CEA filed a letter with both Committees, which highlights CEA’s continued initiatives to ensure that consumers are aware of and prepared for the transition. CEA also provided a pre-production copy of CEA’s video: “DTV 101: A Consumer’s Guide to Digital Television“ and our recently produced digital converter box Quick Start Guide.

During the hearing, testimony was given by FCC Commissioner Jonathan Adelstein, Assistant Secretary of Commerce John Kneuer and many others.  For copies of their testimony, please visit the House Energy & Commerce website and the Senate Commerce website.

CEA Delegation to Meet with EU Policymakers, Urge a Unified Approach to E-waste Issues
During the week of November 5th, CEA’s environmental policy team will lead a group of Members to London and Brussels to meet with EU policymakers in order to achieve several objectives. These include: (1) performing outreach on the three key EU environmental policies that have clear deadlines for comment/influence of December 2007, including the EuP (Energy-using Products) Directive, RoHS (Restrictions on Hazardous Substances)/WEEE (Waste on Electrical and Electronic Equipment) Directives, and REACH (Registration, Evaluation, Authorization of Chemicals) Regulation; (2) Assist CEA members in making contact with the appropriate EU government officials and facilitate members direct outreach/lobbying going forward; (3) Make contact and strengthen relationships with US Mission in Brussels and allied industry groups EICTA, AeA Europe, and Intellect UK; (4) Make contact with EU member state representatives with significant interest in or influence over the above-mentioned Directives/Regulations; (5) Investigate the creation of a REACH consortium.

CEA, Verizon, ACI Discuss the Environmental Benefits of Broadband

Yesterday, a roundtable discussion was held in Washington, DC to discuss the environmental benefits of broadband and consumer electronics.  The discussion included experts from CEA, the American Consumer Institute (ACI), Verizon and many others.

During today's discussion, the panelists examined two recent studies, ACI’s study on Broadband Services: Economic and Environmental Benefits and CEA's report on The Energy and Greenhouse Gas Emissions Impact of Telecommuting and e-Commerce.

CEA Urges Pro-tech Recycling Solutions in Pennsylvania
On October 4th, CEA's Joanne Sonenshine testified before the Pennsylvania Joint Legislative Air and Water Pollution and Conservation Committee regarding the issue of electronic waste (E-waste). The testimony reflects CEA's support for a national solution for electronics recycling and encourages shared financial responsibility for electronics recycling.

CEA to Highlight CE Industry Initiatives and Activities at Global Energy Efficiency Conference
EEGlobal, the Alliance to Save Energy’s first global conference and expo on energy efficiency, takes place November 11-14, 2007, in Washington, D.C., and is expected to draw several hundred domestic and international attendees, including representatives of industry, government, researchers advocacy groups.  The event focuses on energy efficiency issues in various industry sectors.  CEA will be exhibiting and speaking at the event.

CEA Warns Against Australian Energy Use Mandates for "Home Entertainment" Products
CEA recently submitted comments to the Australian and New Zealand governments on a cost-benefit analysis prepared by the Australian Government, which is investigating whether to mandate the energy performance of “home entertainment” products that are imported and sold in Australia and New Zealand.  The cost-benefit analysis and stakeholder responses to it will be used to prepare a regulatory impact statement.

CEA Urges Fact-Based Approach for Energy Star TV and Set-top Box Specifications
The U.S. Environmental Protection Agency (EPA), which administers the Energy Star program for CE product categories, is soliciting stakeholder comments on proposed revisions to the Energy Star specifications for TVs and set-top boxes.  Public comments on the current draft revised specifications for TVs and set-top boxes are due November 7th and November 14th, respectively.  In addition, EPA will be hosting a stakeholder conference call on November 13th regarding the agency’s proposal to revise the Energy Star specification for external power supplies (AC adapters).

FAIR USE Act Reaches 17 Cosponsors
Earlier this year, Representatives Rick Boucher (D-VA) and John Doolittle (R-CA) introduced H.R. 1201, the "Freedom And Innovation Revitalizing U.S. Entrepreneurship Act of 2007" (FAIR USE Act of 2007).  The legislation will reduce lawsuits against innovators and protect the fair use rights of consumers.

CEA would like to thank Reps. Boucher and Doolittle and the 18 members of Congress who have agreed to cosponsor the legislation.

CEA Assesses State of Broadband in New White Paper
At CEA's Industry Forum last month, CEA unveiled a new edition of the "Washington Insider Series." The paper addresses such topics as the role of municipalities in broadband, emerging broadband technologies and the importance of broadband for telemedicine, telecommuting and Voice over Internet Protocol (VoIP).

CEA Argues Against Spectrum Etiquette Requirements for the 915 MHz Band
In mid-October, CEA filed FCC comments, which urge the Commission to avoid modifying its existing hierarchy of spectrum usage rights for the 915 MHz band.  CEA believes that the proposed spectrum etiquette requirements will adversely impact the use of the 915 MHz band by unlicensed Part 15 devices (i.e. cordless telephones, wireless speakers, wireless local area networking equipment) and is therefore not in the public interest. The FCC’s current regulations, which do not require a spectrum etiquette, have resulted in extremely efficient and effective use of unlicensed spectrum in the 915 MHz band.

California Governor Vetoes Instant Rebate Legislation
On October 14th, California Governor Arnold Schwarzenegger vetoed CA Assembly Bill 1673, which would have required on-the-spot rebates for all goods sold in the state.

CEAPAC Meets 2007 Goals
In 2007, CEAPAC set a goal to raise $150,000 in personal contributions from CEA members.  As of October 31, CEAPAC has raised $153,000 from 157 people.  The average contribution is $900 with contributions ranging from $20 to $5,000.  Thank you to all of those CEA members who have helped to make this year’s campaign a great success! 

A vital CEAPAC helps ensure that CEA will remain the primary voice on issues critical to our industry.  CEAPAC is bi-partisan, and contributes to both Democrats and Republicans.  CEAPAC must be funded solely through voluntary, personal contributions from CEA members.  As always, other outside interests are pushing Congress to enact mandates that could raise your costs and reduce your ability to innovate.  Right now, groups are urging severe restrictions to international trade that will harm our competitiveness and bottom line.
