CEA’S “DIGITAL TV: CONVERT NOW” CONTEST is A skill contest open only to legal residents of the 50 United States Or the district of columbia 18 years of age or older (19 YEARS OF AGE OR OLDER IN ALABAMA AND NEBRASKA).

NO PURCHASE OR PAYMENT OF ANY KIND IS NECESSARY TO ENTER OR WIN THIS CONTEST.

1. Contest Dates: The CEA “Digital TV: Convert Now!” Contest ("Contest”) begins October 21, 2008 at 12:00:01 AM Eastern Time ("ET”), and ends December 10, 2008 at 11:59:59 PM ET ("Contest Period”). During the Contest Period there are a series of events which start and end on or about the dates and times noted below:

2. Contest Entities: Consumer Electronics Association (CEA), 1919 S. Eads St., Arlington, VA 22202 (“Sponsor”).  Prize Provider: CEA. 

3. Eligibility: Submitting a video in this Contest is open only to persons who, as of date of entry are legal residents of one of the fifty (50) United States or the District of Columbia, at least 18 years of age or older (19 years of age or older in Alabama and Nebraska)) and are registered users of http://www.youtube.com/ (including all mirror or derivative sites, and all replacements or successor versions thereof) ("YouTube Site”) ("Registered User”). Employees of Sponsor, its subsidiaries, sales representatives, advertising, promotion, and judging agencies, and all other service agencies involved with design, execution or fulfillment of this Contest, and members of the immediate families (defined for these purposes as parents, children, siblings, and spouse) or households (whether related or not) of any of the above are NOT eligible to participate. The subject of the entry must also meet the eligibility criteria stated herein.  To become a Registered User of the YouTube Site, you must register for an account and agree to the YouTube Site’s 'Terms of Use” set forth at http://www.youtube.com/t/terms ("Terms of Use”). There is no fee or charge to become a Registered User.

4. How to Enter: To enter the Contest, create an original video (your "Video Submission") not exceeding three (3) minutes in length that informs and educates the public on how to prepare friends and family for the digital television (DTV) transition that will take place on February 17, 2009.  Contestants will upload their original video on the YouTube website in accordance with these Official Rules. All Video Submissions must be uploaded to YouTube no later than 11:59:59 P.M. (ET) on November 23, 2008.

If you are not an existing user of YouTube, you must create a free user account before your Video Submission can be uploaded to the site. When you register your YouTube account, you will be required to agree to the YouTube Terms of Use, located at www.youtube.com/t/terms, and the YouTube Privacy Policy, located at www.youtube.com/t/terms. Once registered with YouTube, go to the "Digital TV: Convert Now!" group (www.youtube.com/dtvtransition) on YouTube and join the Contest Group. After you join the Contest Group, click "Upload Videos" and follow the instructions to upload your Video Submission. Maximum one (1) Video Submission per person. All Video Submissions must adhere to the requirements described in these Official Rules to be considered in the judging of this Contest.

5. Judging Requirements for Entries:

- Running Time: 3 minutes maximum, including any credits, If entry is longer than 3 minutes only the first 3 minutes will be judged. 

- Language: English

A panel of judges from CEA and American University (the "Contest Judges") will judge each eligible Video Submission and select winners based on the following criteria:

(1) Originality and Creativity - 40%
(2) Aesthetic Appeal - 20%
(3) Relationship of content to Contest theme (i.e., "the DTV transition") - 40%

The maximum file size for any video file uploaded to YouTube is 100 MB. Video file(s) submitted to your YouTube account must be provided in one of the following file formats: avi, mov, mpg, or wmv. See the YouTube User Terms of Use for additional details.

Copyright and Other Important Requirements: Your Video Submission must be your own original work and property and may not contain any commercial copyrighted music or images. By entering the Contest, you represent and warrant to Sponsor that: (a) your Video Submission is your original work and that you own all rights, including copyright rights, in your Video Submission; (b) Your Video Submission does not infringe the intellectual property, privacy or publicity rights or any other legal or moral rights of any third party; (c) Your Video Submission has not been entered in or won previous contests or awards; (d) Your Video Submission not been published or previously distributed in any media; (e) Your Video Submission does not contain any defamatory, libelous, indecent, illegal or obscene material; and (f) you have obtained permission from each person whose name, image, likeness or voice (collectively, "Likeness") is included in your Video Submission, such person(s) have granted you all necessary rights to use their Likeness as described in these Official Rules, and you can make written copies of such permissions available to the Sponsor upon request. (If the Likeness of a minor is included in your Video Submission, such grant of rights must include written permission from the minor's parent or legal guardian authorizing the use of the minor's Likeness.)

Video Submissions deemed by the Contest Sponsors in their sole discretion to be immoral, obscene, indecent, profane or not in keeping with Sponsor's image will be disqualified. Sponsor reserves the right in its sole discretion to disqualify any entry at any time which, in the Sponsor's opinion, endangers the safety or well being of any person, or fails to comply with these Official Rules.

Sponsor and/or Administrator, and/or their designated representatives, will review all Video Submissions received during the Video Submission Period and will only post those Video Submissions on the Contest Web Site located at www.youtube.com/DTVtransition that conform to these Official Rules and the Terms of Use and Code of Conduct (collectively, the "Official Rules”), as determined by the Sponsors in their sole discretion ("Eligible Video Submissions”). Entries that do not comply with these Official Rules, as determined in Sponsor’s sole discretion, will be disqualified from the Contest and may not appear on the Contest Web Site. Decisions of the Sponsors are final and binding.

6. Public Voting to Determine Winners: At the commencement of the Public Voting Period set forth in Rule #1, the Finalist Video Submissions will be posted for public voting at www.youtube.com/DTVtransition. If Sponsor does not receive a sufficient number of eligible and qualified entries, Sponsor reserves right to post fewer than five (5) Finalist videos. Each day during the Public Voting Period registered YouTube members may vote a maximum of once per video, per day. Persons voting will be encouraged to use the Judging Criteria in Section 5 to critically evaluate Videos and vote either "Thumbs Up” or "Thumbs Down”. Subsequent votes in excess of stated maximum per voting day by a single registered member will be disqualified. At the conclusion of the Public Voting Period the votes will be tabulated. In the event of a tie at any level, all tied entries will be re-judged by an additional judge selected by Sponsor, who, using the judging criteria will break the tie. The judges' decisions are final and binding in all matters relating to this Contest. The Prize Winners will be announced at www.youtube.com/DTVtransition on or about December 10, 2008. Designation as a Finalist and/or a prize winner is subject to proof of compliance with Official Rules, maintaining compliance with these Official Rules, YouTube Terms of Use and Code of Conduct, and approval by Sponsor.

7. Rights Granted to the Sponsor: By entering the Contest, you agree and irrevocably grant to Sponsor and its affiliates and their respective assigns, agents and licensees (collectively, the "Sponsor Parties"), the unconditional, royalty-free right and license to reproduce, encode, store, copy, transmit, publish, post, broadcast, display, publicly perform, adapt, edit, exhibit, create derivative works and otherwise use or reuse your Video Submission, throughout the world, in perpetuity, in any media, including, without limitation, the Internet.

Except where prohibited, by entering the Contest you also irrevocably agree that the Sponsor Parties may use your name, likeness, voice, photograph and any statements regarding your Video Submission and participation in the Contest (collectively, "Your Likeness") throughout the world, in perpetuity, in any media, without limitation or compensation to you. By entering the Contest, you permanently waive all intellectual property rights, privacy/publicity rights and other legal or moral rights that might preclude the Sponsor Parties' use of Your Video Submission and Your Likeness, and you agree not to sue or assert any claim against the Sponsor Parties (or any of them) relating to their use of Your Video Submission or Your Likeness.

8. Prizes: A total of five (5) prizes will be awarded in the Contest.  1 Grand Prize and four semi-finalist prizes:

One (1) Grand Prize -
Panasonic 50-inch Plasma HDTV (model TH-50PX75U), Sony Blu-ray high-definition disc player (model BDP-S300), and Pioneer Surround Sound System (model HTP-2950DV).  ARV of Grand Prize: $2,800.
Four (4) Semi-finalist prizes -
Zenith converter box (model DTT900), or GE converter box (model 22730), or Magnavox converter box (model TB100MW9) box and RCA flat antenna (model ANT1500). Make/model of converter box is at Sponsor’s sole discretion.

Total maximum ARV of all prizes: $6,370.00. Prizes are not transferable. No cash redemptions. No substitutions, except that Sponsor reserves the right to substitute a prize of equal or greater value.  All prizes will be awarded provided they are properly claimed in accordance with these Official Rules and a sufficient number of eligible entries are received. Limit one (1) prize per household. If a prize winner is 18 but deemed a minor in his/her state of residence, the prize will be awarded on behalf of the minor to his/her parent or legal guardian, who must comply with the prize claim requirements set forth below.

Winners will be notified by, on or about December 10, 2008. As a condition of receiving a prize, winners will be required to complete an affidavit of eligibility, copyright license agreement and liability and publicity release (except where prohibited by law) which must be signed and returned to Sponsor within ten (10) days of Sponsor's postmark. Failure to timely sign and return this affidavit, agreement and release may result in the applicable winner's disqualification, forfeiture of all interest in prizes, and the selection of a substitute winner. Prizes not won and claimed by an eligible winner in accordance with these Official Rules will not be awarded and will remain the property of Sponsor. For a list of winners (available after December 10, 2008), send your request with a self-addressed stamped envelope to Megan Pollock, Consumer Electronics Association, 1919 S. Eads Street, Arlington, VA 22202.

9. Additional Information: Sponsor will not be responsible for typographical, printing or other inadvertent errors in these Official Rules or other materials or announcements relating to the Contest. Sponsor reserves the right to disqualify anyone found to be tampering with or otherwise abusing any aspect of the Contest as determined by Sponsor in its sole discretion. Sponsor also reserves the right in its sole discretion to cancel, terminate, modify or suspend the Contest if tampering, viruses, bugs or other causes beyond the reasonable control of Sponsor corrupt the administration, security, fairness or proper operation of the Contest. Should the Contest be terminated prior to the stated end date, Sponsor reserves the right to choose winners from among the Video Submissions entered prior to the early termination date.
