Capitol Hill Tech Fair Highlights Accessible Technology for Members of Congress and Staff

Access to Technology is a Basic Human Right, CEA's Shapiro Tells United Nations Conference
In a speech before the United Nations Global Alliance for ICT and Development at the United Nations headquarters, CEA's president and CEO, Gary Shapiro remarked that "New technologies are changing lives. They create new opportunities for entrepreneurs and small businesses, increasing education and providing the tools necessary to innovate."

Shapiro noted the importance of technology for sustainable economic development and the benefits that come from technology, including access to greater health, education, prosperity and social freedom.

CEA Applauds Proposed Early Transition to All-Digital TV in Wilmington, NC
On May 8, the FCC announced that the Wilmington, NC, television market will complete its migration to digital television five months before the rest of the nation converts to DTV on February 17, 2009. The FCC concluded that on September 8, 2008, full-power commercial television broadcasters in Wilmington will have completed all the necessary steps to finalize their transition to digital.

In a press statement, CEA's senior vice president, Jason Oxman, noted, “The digital television transition is on time and on track, and the FCC's conclusion that the nation’s 135th television market in Wilmington is ready to transition early proves this.”

"Trade Day" Draws Broad Support from Across the U.S. Economy
Last week's White House trade event demonstrated the crucial importance of trade to the U.S. economy. The event featured a diverse range of businesses–including technologists, retailers, farmers, ranchers, financial services companies–coming together to highlight the critical role that exports play in the U.S. economy.

“We thank this administration and congressional trade supporters for their advocacy on behalf of American businesses and workers, said Gary Shapiro, CEA president and CEO. “Now, we urge Congress to approve trade agreements with Colombia, Panama and South Korea which will open new opportunities for the U.S. economy and allow our businesses to export American goods and services to global consumers.”

The consumer electronics industry is poised to directly generate $1.4 trillion to the U.S. economy in 2008. In addition, 2.4 million U.S. consumer electronics jobs are directly tied to free trade, a recent study conducted by PricewaterhouseCoopers for CEA found. Technology Industry Unites in Support of Free Trade
Fourteen leading technology policy trade associations, including CEA, sent an open letter to President Bush and Congressional leaders last week urging quick action to pass pending free trade agreements with Colombia, Panama and South Korea.

New CEA Benefit Provides Members with a Database of Global Energy Efficiency Requirements and Programs
CEA is pleased to announce a new database of energy efficiency-related programs, policies and requirements relevant to the CE industry in major markets around the world.  Within the database, you can search and sort by geographic region, product category, type of requirement, legal status, and finalization status (e.g. “proposed/in progress”, or “finalized”).  Included in the database are brief descriptions of the various national and regional requirements as well as links to additional resources.

The database is a CEA member benefit currently being used by members of CEA's Environmental Policy Committee (EPC) and Energy Efficiency Working Group (EEWG). If you would like to join either member group and gain access to this database, please contact David Grossman.

Some Charging Devices for CE Products Could Face "Double Jeopardy"
The California Energy Commission has initiated a rulemaking that is expected to include consideration of an energy efficiency regulation for battery charger systems.  As an initial step, the commission soon will approve a test procedure for battery charger systems proposed by its consultants. The commission’s regulatory action presents a “double jeopardy” risk in that some charging devices for CE products, currently treated as external power supplies under a federal standard, could face an additional test procedure and regulation.

FCC Releases FNPRM on 700 MHz "D Block"
Earlier this month, the FCC released a Further Notice of Proposed Rulemaking (FNPRM), which revisits its earlier decisions concerning the 700 MHz Public/Private Partnership and considers revisions to this partnership as well as alternative rules the FCC should adopt in the event the D Block licensee is no longer required to enter into a mandatory public/private partnership. Comments are due 30 days after publication in the Federal Register.

Proposed NJ Lemon Law for Consumer Electronics Could Raise Consumer Costs and Hinder Innovation
On May 4, CEA testified before the NJ Assembly's Consumer Affairs Committee in opposition to the proposed lemon law for consumer electronics (A.1002).

As written, the legislation creates a one size fits all model for all consumer electronics products and could raise costs and hinder future innovation.
