Agreement Reached on Product Safety Reform Legislation
On Monday, Senate-House Conference Committee members announced that
agreement had been reached on the Consumer Product Safety Improvement
Act of 2008 (H.R. 4040). The final conference report released this week
would reform the Consumer Product Safety Commission (CPSC) and includes
new requirements for manufacturers.
The final bill establishes a public consumer product
safety database
and includes a state attorneys general provision and whistleblower
protections for employees of manufacturers, private labelers,
retailers and distributors. The final report must now be voted on by
the full House and Senate before being sent to the President.

Proposed PERFORM Act Would Send Consumers “Back To The Tape
Age”
In
a written statement submitted to the Senate Judiciary Committee, CEA
and the Home Recording Rights Coalition (HRRC) emphasized the
importance of preserving the innovation, integrity, and usefulness of
the products that its members deliver to consumers, in particular those
that allow them to listen to music via radio and other devices. The
proposed PERFORM Act would take away the longstanding rights of
consumers to enjoy the benefits and flexibility of digital technology
by essentially outlawing a digital satellite radio service (and other
services subject to section 114, such as a non-interactive music
service offered by a cable company) under copyright law unless it
“uses
reasonably available technology to prevent copying of [a]
transmission,
except for ‘reasonable recording’.”
Yesterday, the Senate
Judiciary Committee held a hearing on “Music and Radio in the
21st
Century: Assuring Fair Rates and Rules Across Platforms” in
which
testimony was heard from several groups, including SoundExchange,
Geffen Records and the singer-songwriter Five for Fighting.

FCC/EPA Joint Fact Sheet
Highlights CEA's myGreenElectronics.org
The Federal Communications Commission (FCC) and the Environment
Protection Agency (EPA) have joined forces to provide consumers with
additional resources to ease the transition to digital
television.
In addition to information on the transition itself, the joint FCC/EPA
fact sheet encourages consumers to recycle their old TVs and
recommends visiting CEA’s myGreenElectronics.org
for electronics recycling locations and information on "green" products.

CEA Continues
Aggressive Campaign to Educate the Public on the DTV Transition
In a report to the FCC this month, CEA outlined its extensive DTV
education efforts. Earlier this year, CEA was excited to launch the
groundbreaking “Convert Your Mom” DTV education
campaign, which enlists America's favorite TV mom, Florence Henderson
to help get the word out to seniors and their families about this
historic transition. In addition, CEA has organized nationwide media
tours on the DTV transition and exhibited at various conferences and
events to help answer questions about the transition and demonstrate
the use of a DTV converter box. CEA also worked with the FCC, the
National Telecommunications and Information Administration, Circuit
City and WECT news to hold a DTV education weekend in Wilmington, North
Carolina earlier this month.
CEA and its members remain committed to working with the Commission,
the DTV Transition Coalition and others to ensure a smooth and
consumer-friendly transition to digital television.

CEA Urges "10 + 2" Pilot
Program in Letter to Secretary of Homeland Security
In a letter to U.S. Secretary of Homeland Security, Michael Chertoff,
CEA president and CEO, Gary Shapiro addressed the consumer
electronics industry's concerns with the proposed
“10+2” regulations. Under the proposal known as
“10+2”, cargo vessels and importers involved in the
transportation of foreign goods entering a U.S. port would face an
increased number of costly regulations. Shapiro wrote that CEA and the
consumer electronics industry share domestic security concerns and have
been supportive of efforts to secure the supply chain. The letter asked
that Secretary Chertoff implement a prototype program prior to the
implementation of a final rule. The prototype program would be
essential to test the impact and effectiveness of the proposed rule.

Celebrates Green Technology and Innovation at SINOCES
Working with Vogel Burda Media, a German media company with
publications in China, CEA co-sponsored two environmentally-focused
programs in conjunction with SINOCES, the most prominent international
professional fair in the consumer electronics field for the
Asia-Pacific region. The first was the SINOCES Green Zone, a booth
showcasing environmentally friendly and innovative technologies. The
booth showcased products and materials from HP, Panasonic, Epson, ZSL,
the Green Electronics Council and others. It also had
information on what green technology is comprised of and received a
tremendous amount of foot traffic. The second joint project was the
Future of Green Technology Conference, which included discussions on
green design, sustainable manufacturing and the future of green
technology, with remarks from Joanne Sonenshine, CEA's Senior Manager,
Environmental Policy and Sustainability. After the conference, members
of CEA's staff visited with Chinese government officials in Beijing to
discuss a variety of environmental issues.

Strong Opposition to California Energy Mandate Limiting DTV Sales and
Choice
At a July 16 hearing before the
California Energy Commission, CEA outlined several major economic and
technical concerns with a pending regulatory proposal advocated by the
Pacific Gas and Electric Company that would impose a mandatory energy
use limit on all TVs, potentially removing 50-65 percent of all models
from the market, with a particular impact on larger screen sizes.

CEA Promotes the DTV
Transition and Electronics Recycling During Annual Meeting of State
Legislators
Last week, CEA
exhibited at the
2008 Legislative Summit for the National Conference of State
Legislatures (NCSL). The annual event brings together 6,000 people,
including state legislators and legislative staffers from around the
country. During the event, CEA talked with legislators and
their
staff about the transition to digital television and how consumers can
recycle their electronics.
